The Permit Landscape
Every food business needs, at minimum: a business license, a food handler's permit (ServSafe or equivalent for all staff), a food establishment permit from the health department, and liability insurance ($1–2 million coverage is standard). Food trucks additionally require a mobile food vendor permit, fire department inspection, vehicle registration, and commissary agreement (proof you have access to a licensed commercial kitchen for prep and cleaning). Timelines vary: some jurisdictions process permits in 2 weeks, others take 3 months. Budget $2,000–$5,000 for permit fees alone.
