Regulatory Frameworks
Government policy drives EV adoption through three mechanisms: mandates, incentives, and penalties. California's Advanced Clean Cars II regulation requires 100 percent of new light-duty vehicle sales to be zero-emission by 2035, with interim targets starting at 35 percent in 2026. Seventeen states have adopted California's standards. At the federal level, EPA emission standards effectively require automakers to achieve fleet-average CO2 emissions that are only achievable with a significant percentage of EV sales. The European Union's Euro 7 standard and the 2035 ICE sales ban create similar market pressure, while China's New Energy Vehicle mandate requires automakers to earn NEV credits through EV production.
