Organizing the Volunteer Response
Effective disaster response depends on organization, not heroism. CERT teams should pre-designate a neighborhood staging area, assign team roles (team leader, search and rescue, medical, logistics), and establish communication protocols before any disaster occurs. The buddy system is mandatory β no one operates alone. Teams check in with their leader at set intervals. Resources are tracked on a simple T-card system showing personnel, equipment, and assignments. When professionals arrive, CERT teams provide a briefing: what areas have been searched, how many victims were found, what hazards were identified, and what resources remain. This seamless handoff is what makes CERT invaluable to professional responders.
