Identifying Stakeholders
Stakeholder engagement is both a regulatory requirement and a practical necessity for successful projects. Stakeholders for the capstone project include: regulatory agencies (Army Corps of Engineers, state environmental agency, local planning board), the developer and design team, adjacent homeowners and the existing subdivision HOA, the nature preserve management and conservation groups, downstream water users, the local school district (enrollment impacts), transportation department (traffic impacts), and tribal nations with cultural heritage interests. A stakeholder analysis maps each group's interests, influence, and potential concerns. Early engagement—before the project design is finalized—allows stakeholders to shape the project rather than merely react to it, reducing conflict and improving outcomes.
