Local governments control many of the policy levers most directly affecting sustainability outcomes. Building codes set minimum energy efficiency standards for new construction—cities like New York, Seattle, and Vancouver have adopted building performance standards requiring existing buildings to reduce energy use or face penalties. Zoning laws determine land use patterns—mixed-use zoning reduces car dependency by placing homes, shops, and offices within walking distance. Municipal procurement policies can require city vehicle fleets to transition to electric, city buildings to use renewable energy, and city food service to source locally. These local policies often move faster than federal action and serve as testing grounds for broader adoption.
