Citizens Have Both Rights and Responsibilities
Justice stands at a busy community town square, holding a large balance scale — on one side a glowing scroll labeled 'Rights,' on the other a clipboard labeled 'Responsibilities.' Citizens of all ages gather nearby, some voting at a booth, others picking up litter.

What Are Rights?
A citizen is a person who officially belongs to a country. Citizens have special protections called rights. A right is something you are free to do, and the government must protect it. In the United States, people have the right to speak their mind, to choose their own religion, and to be treated fairly. No one can take away your basic freedoms without a good legal reason. Rights help keep everyone free.
What Are Responsibilities?
Rights do not work alone. Every citizen also has responsibilities, which are things you are expected to do to help the community. One big responsibility is following the law, because laws keep everyone safe and fair. Citizens also pay taxes that build schools and roads. Voting is special because it is both a right you are free to use and a responsibility good citizens take seriously.
